TweakUI is included in PowerToy that gives you access to system settings that are not exposed in the Windows XP default user interface, including mouse settings, Explorer settings, taskbar settings, and more. Many users has skipped using Windows Vista because of the instability and upgraded straight to Windows 7. You might be looking for a TweakUI that works for Windows 7 but Microsoft did not have such tool for it. However you can use WinBubble instead which is a TweakUI alternative for Windows 7.
